I think 50 at the press of Q and 50 at end of cast would be fine, it's consistent so you will still be able to track your opponents ult. Taking away the random factor.

I would prefer full drain at the press of Q though. As others have said, if you press it, you've committed. It maybe does punish longer casting Ults more so, especially Lucio, but makes denying the Lucio a bigger play. Rather than them just speed boosting back to the point and trying again.
