This is very old, but I still think that clip is sketchy. Though, one clip/piece of evidence doesn't really mean he's 100% hacking. There hasn't been anything "found" about Taimou since then, so I'll give this the benefit of the doubt and say it's just a weird clip.

Blizzard has already stated this:
With the above, there may be bugs with the in-game camera system that affect playback footage. In the Closed Beta, we actually had a bug that caused the killcam and spectator camera angle to suddenly “snap” whenever Zarya cast Particle Barrier or Projected Barrier. While we’re unaware of any issues with the camera system at present, undiscovered bugs are always a possibility to consider.
Also in the banwave that they did, Taimou and Surefour weren't banned.
What I do wonder is everyone's thoughts on this:

I'd love if someone could explain why he twice aimed at the invulnerable Lucio.

Watching the video, it does look kind of sketchy but I don’t think he’s aimbotting. His screen isn’t snapping back in forth right away like aimbotting usually has. And in slow motion u can see that these are just precise body shot movements. If this is cheating blizzard would have banned him because he’s so high profile and he wouldn’t have made it to owl
